Del Mar North Beach runs north of 29th St to the Solana Beach line. Day after Labor Day → June 15: off-leash under voice control. June 16 → Labor Day: leashed except dawn to 8:00 AM. 6-ft leash max, license on the collar. Fines start at $285.
The cart is a street-legal low-speed vehicle (LSV), not a plain golf cart. In California an LSV tops out at 25 mph and stays off roads posted above 35 mph, so it sticks to the slow coastal streets. Plain golf carts in Solana Beach need a city permit decal and are limited to designated streets near a golf course (SBMC ch. 10.44).
