The San Diego program is open. With the federal EV credits gone for cars bought after Sept. 30, 2025 (IRS), Clean Cars 4 All is the money left for an income-qualified San Diego County household: up to $12,000 toward a new or used clean car when you scrap an old one, or up to $7,500 for a transit card and/or an e-bike.

Apply at sdcc4a.org (855) 651-2242

Do you qualify?

  • You: a San Diego County resident with a California driver's license, household income at or below 300% of the federal poverty level, and new to vehicle replacement programs.
  • Your old car: gas or diesel, model year 2009 or older, under 10,000 pounds, operated (registered) in California for the last two years, and still running: it has to pass a functionality test.

  • Up to $12,000 toward buying or leasing a clean car: a lifetime maximum per participant and household.
  • Or up to $7,500 for a pre-paid transit card and/or an e-bike.
  • Charging help, one of: a Level 2 charger installed at home, a charge card package with a portable charger, or a $2,000 public charging credit.

Which used EVs fit

  • Eight years old or newer: in 2026, a 2019 or newer.
  • Under 75,000 miles.
  • A sale price of $48,000 or less before fees, accessories and tax.
  • Registered in California, with no modifications.
  • Bought or leased at an authorized dealer, after you have the award letter.

Do cheap used Teslas fit? Some. Of the cars on PJ's latest price tape, 14 meet the age, mileage and price rules, from $17,500 (a 2023 Model 3 RWD with 53,000 miles). The cheapest high-mileage cars do not: under 75,000 miles is the line. The car also has to come from an authorized dealer, after your award letter. The price tape.

The order of steps

  1. Apply at sdcc4a.org with your income and vehicle documents.
  2. The old car gets inspected (the functionality test).
  3. You get the award letter.
  4. You buy or lease at an authorized dealer.
  5. The old car goes to an authorized dismantler.

Don't buy the new car first: the program says you need the award letter before you purchase or lease. Several other replacement programs can't be combined with it, so ask before counting on two.
