Got a letter from SDG&E about your CARE discount, or noticed it vanished from your bill? CARE takes up to 35% off electric for households under the income limits, but it has to be renewed when SDG&E asks. In 2025, SDG&E removed 52,692 households for not answering the renewal request (its 2025 CARE report). Answer the letter, or re-enroll if you were dropped. Below is how, in SDG&E's own words, plus a worksheet for the household income.

How renewal works

  • The discount runs two years, then you renew. Households on a fixed income renew every four years.
  • Renew or re-enroll when SDG&E asks. The letter gives you about 120 days to answer; households that don't answer are removed (details and the 2026 income limits).
  • You may be asked to verify your income. That's what the worksheet below is for.
  • Dropped already? Apply again the same ways you apply the first time. You can't be claimed on someone else's tax return, other than a spouse or domestic partner's.

Three ways to answer or re-enroll

  1. Online: SDG&E says no additional documents are needed to apply online.
  2. Phone: the automated line, 1-877-646-5525.
  3. Mail: ATTN: CARE Program, San Diego Gas & Electric, PO Box 129831, San Diego, CA 92112-9985. SDG&E has a large-print application and a Spanish one.

Worksheet: household income

SDG&E counts all money and non-cash benefits received by every person living in the home, before deductions: wages and salaries, interest and dividends, spousal and child support, public assistance, Social Security, pensions, rental income, self-employment, and employment-related non-cash income.

Letter date: ______________   Answer by: ______________

Two more things

  • High use can end CARE. SDG&E says that if energy use is considered high, a household may be removed (the rule came back July 1, 2021).
  • If your income goes over the limit, SDG&E says you must tell it. FERA, 18% off, covers households just over the CARE line.
