CalFresh puts money for groceries on an EBT card every month, and applying is free. San Diego County gives you five ways to apply. Here they are in the County's own terms, with the documents to have ready.

Five ways to apply

  1. Online at BenefitsCal: apply, track the application, upload documents, read notices, and later file your semi-annual report (SAR 7) and recertify.
  2. Call 2-1-1 San Diego: they can help you fill out the application, mail you a packet, connect you with a group that helps, or point you to the nearest Family Resource Center.
  3. Call the County's Access line, 1-866-262-9881, and they'll mail you an application.
  4. Print the application, fill in as much as you can (your name, address and signature are enough to start), and mail it, fax it to 619-236-9167, or drop it off at a Family Resource Center.
  5. In person at a Family Resource Center (in North County: North Coastal, North Inland, Fallbrook and Ramona). Bring your documents.

Two things that matter: your application date is the day the County receives it, so send at least your name, address and signature early. And if you qualify for expedited CalFresh, you can get it within 3 days, and you only need to show ID at first.

Documents to have ready

  • ID: a DMV ID or driver's license, work or school ID, voter registration card or birth certificate.
  • Where you live: a license, check stubs, a rent or mortgage receipt, lease or utility bill.
  • Income: check stubs or a letter from your employer; award letters or benefit checks (Social Security, unemployment, disability).
  • Medical bills (they can count): insurance, doctor and hospital bills, pharmacy receipts.
  • Immigration papers, if that applies (green card, I-94 or other USCIS documents).
  • Housing and utility costs can be stated on the application.

The basic rules

  • Your household is everyone who buys and prepares food with you, plus some who must be included anyway (spouses, and parents with children under 22).
  • You must live in San Diego County; you can still get CalFresh without a home or mailing address.
  • You don't have to be a U.S. citizen; many non-citizens qualify.
  • Everyone applying needs a Social Security number, or proof they applied for one. People who aren't eligible don't need one.
  • For most households, homes, land and bank accounts don't count. Income has to be at or under the County's monthly limit.

  • Late? Benefits can stop. More than 30 days after the period ends, you have to reapply with the full application.
  • The signed form can go in online, by mail, by fax or in person.

EBT card stolen or skimmed?

  • Report the theft to the County within 90 days of when it happened. That's the window for possible replacement of stolen benefits.
  • Get a new card: the ebtEDGE app or cardholder portal, the California EBT helpline at 1-877-328-9677, or the County office.
  • Lock it down: ebtEDGE can freeze and unfreeze the card and block out-of-state and internet purchases.
  • Scam check: the state and County may text or email alerts, but they won't ask you for your card number or PIN.
