The rules that help older adults
- 60 and older counts as "elderly" in CalFresh (federal SNAP rules).
- Only the net income test. A household with someone 60+ or disabled skips the gross income test that trips up most applicants.
- Medical costs come off your income. Out-of-pocket medical costs over $35 a month, not paid by insurance or anyone else, are deducted. It's easy to miss, and it can make the difference.
- Your home doesn't count as a resource, and neither do the resources of people on SSI.
- Work rules: people 60 and older are excused from work registration. The work rules that started June 1, 2026 cover ages 18 to 64 without a disability or a child under 14, so 60 to 64 may need to meet them or show an exemption; 65 and older are outside them.
USDA rules in effect October 1, 2026 to September 30, 2027, and the California Department of Social Services.
Hot meals with the EBT card
San Diego County runs the Restaurant Meals Program: if everyone in your CalFresh household is 60 or older, disabled, the spouse of someone who is, or experiencing homelessness, you can buy prepared meals at participating restaurants with your EBT card. They can't charge tax or tip.
Look for the RMP logo on the door, search the California EBT site, call 2-1-1, or call the County at 1-866-262-9881.

- Apply online on BenefitsCal, or call the County at 1-866-262-9881 for help.
- Gather proof of income and the medical receipts: prescriptions, copays, premiums, anything insurance didn't pay.
- The interview is usually by phone. If you qualify, benefits count from the day you applied, and very low-income households can get them within 7 days.
