What changed for 2027
- Rates: up 9.9% on average statewide, per Covered California.
- Federal help shrank: Congress didn't extend the enhanced federal tax credits, so some people pay more.
- California filled part of the gap: expanded state subsidies for people earning up to 200% of the federal poverty level; Covered California projects more than 500,000 Californians get state help and nearly 200,000 qualify for a $0 Silver plan.
