Who qualifies, what it costs, how long it takes and how to apply, from FTB's own page.

Owe the Franchise Tax Board more than you can pay at once? California's tax agency offers a payment plan, which it calls an installment agreement. Here is who qualifies, what it costs, how long it takes, and the two mistakes that make it worse: stopping payments while you wait, and ignoring the letter.

Send this to your family. The message is already written; you just pick who.

Text it to your family

"If you owe California (FTB) and can't pay it all at once, there's a payment plan: up to $25,000 over as long as 60 months. Who qualifies and how to apply:"

Do you qualify for a personal payment plan?

  • You owe $25,000 or less.
  • You can pay it off in 60 months or less (FTB says plans typically run 3 to 5 years).
  • You've filed all your income tax returns for the past 5 years.

Owe more, or can't meet those? Call FTB: they may still set something up, and may ask for a financial statement.

How to apply

  1. Online: the "Apply" link on FTB's payment plan page.
  2. By phone: 800-689-4776.
  3. By mail: Form FTB 3567, Installment Agreement Request, linked from the same page.

You can't apply online if you already have a payment plan with FTB, or if FTB is garnishing your wages, has levied a bank account or has another collection order in place. Call instead.

What it costs and how long it takes

  • $34 to set up a personal plan, added to your balance.
  • Up to 90 days for FTB to process the request; an acceptance letter comes by mail with the payment details.
  • Keep paying while you wait. FTB says payments during processing avoid more interest and penalties and keep the balance from going to collections or a wage garnishment.
  • A tax lien may be a condition of the plan.
  • If a payment bounces: FTB says it may cancel your plan and add a penalty for the dishonored payment. Have the money in the account on payment day, and call FTB before a month you can't cover.

For a business

Same idea, shorter: up to $25,000, paid in 12 months or less, all returns filed, a $50 setup fee, up to 90 days to process. Phone: 888-635-0494.
