Got a shutoff notice? Call a provider below today and ask for crisis help (ECIP): up to $1,500 toward the bill when service is about to be cut off. Otherwise, the regular program pays a one-time amount on your SDG&E bill, $313 to $492 for one person in San Diego County.

What LIHEAP pays for

  • Bill help (HEAP): a one-time payment toward the utility bill. In San Diego County: $492, $411, $362 or $313 for one person (the lower the income, the more), plus $19 for each additional person up to six.
  • Crisis help (ECIP): for a 24 to 48 hour disconnect notice or a dangerous energy situation at home; up to $1,500 or the amount of the bill, whichever is less.
  • Weatherization: free energy-efficiency and safety upgrades that lower the bill and make the home healthier, plus tips on using less.

Who qualifies

Anyone in the household on CalFresh or CalWORKs qualifies whatever the income. Otherwise, monthly household income up to:

60% of the state median income, 2026 state plan. Funding is limited, and providers give priority to the most vulnerable households, so qualifying doesn't guarantee a payment. Apply early in the season.

How to apply

  1. Call Campesinos Unidos or MAAC, or find your provider on the State's services map (choose Energy Bill Assistance and Weatherization).
  2. Have ready: proof of income for everyone in the home, your SDG&E bill, and ID.
  3. Ask about weatherization in the same call.

Stack it: CARE or FERA for up to 35% off every month, the debt forgiveness plan if you're behind, CalFresh (which also qualifies you here), and warming the room you're in for less. Every option: lower your SDG&E bill.
